Wales has set a precedent as the first UK nation to lower the speed limit from 30mph to 20mph in populated areas, effective from this Sunday. While the Welsh government argues that the new limit will decrease fatalities, noise pollution, and promote walking and cycling, the move has sparked debate among drivers.
Mark Drakeford, the First Minister of Wales, defended the change, stating that the extra minute added to travel times could save up to 10 lives annually in Wales. “It’s a reasonable trade-off,” he said. The new law will affect approximately 35% of Welsh roads, particularly those with lamp-posts spaced no more than 200 yards apart.
The £32.5 million cost for the nationwide implementation is justified by the Welsh government, citing a potential £92 million annual saving for the NHS and emergency services. However, a government-commissioned survey revealed more opposition than support for the new speed limit. Official documents also suggest that the economic impact could be a loss of £4.5 billion over three decades, although this figure is subject to debate.
Penny Mordaunt, the UK government’s House of Commons leader, labelled the new limit as “insane” and “punitive” for drivers. Welsh Conservatives also criticised the blanket application of the new limit, calling it “disastrous” and a “war on motorists.”
Despite the controversy, various organisations, including the United Nations and the Royal Society for the Prevention of Accidents (RoSPA), have endorsed the 20mph limit. The European Transport Safety Council praised Wales for being one of the first countries to enact this change at a national level.
The Welsh government maintains that the 20mph limit will reduce road accidents and encourage healthier modes of transport. Official data shows that over 40% of the 1,014 severe injuries or fatalities on Welsh roads last year occurred in 30mph zones.
Police in Wales will focus on educating drivers during the first year of the new limit’s implementation. Fixed speed cameras, however, will issue penalties for violations.
