The Ultra-Low Emission Zone (ULEZ) has been expanded across all of London for a month now, but its overall impact remains unclear. The past month has served as a soft launch for the scheme, with fines for non-compliant vehicles yet to be imposed. Transport for London (TfL) has, however, sent out thousands of warning letters and plans to start issuing fines from 4 October for non-compliant vehicles driven in the new zone since 26 September.
While TfL has not yet released any data on the scheme’s impact, it is known that most shifts into compliant vehicles have historically occurred before the scheme’s launch. The data on the number of compliant and non-compliant vehicles in the new zone is not yet public, but it is expected to be released “in the Autumn.”
The scrappage scheme, designed to help Londoners transition to compliant vehicles, appears to be overwhelmed with applications. So far, £100 million of the £160 million allocated to the scheme has been used. Alex Anderson from Peckham, for instance, has been struggling to receive his Certificate of Destruction after his car was towed for scrappage. He stated that the scrap dealers are currently too full to process new cars.
Many applicants have faced multiple rejections and delays in the verification process. TfL apologised for the delays and stated that they are working to process applications as quickly as possible. They also mentioned that they have increased resources to handle the volume of applications.
During the Mayor’s Question Time last week, Sadiq Khan mentioned that TfL would release data on the scheme’s first month, six months, and a year, but did not specify a timeline. Currently, 1.1 million drivers are registered on TfL’s autopay system to avoid fines.
