A Shropshire town mayor has been banned from driving for 20 months after admitting to drink-driving and colliding with a cyclist in Powys.
Ryan Davies, 44, the serving mayor of Clun, appeared at Llandrindod Wells Magistrates’ Court on 18 November, where he changed his plea to guilty following the submission of an expert report.
The incident occurred on 24 May 2025, at approximately 10:30pm, on Rookery Lane near Knighton. The court was told Davies was driving home from a party, having consumed approximately four to five pints of Stella Artois.
The cyclist, Cain Weston, was riding home from work at the time. He was wearing a high-visibility vest and his bicycle was equipped with lights and reflectors. Prosecutor James Sprunks said the collision occurred on an unlit road. Mr Weston recalled being struck from behind, causing the wing mirror of the car to detach, and was subsequently knocked to the ground.
Although the driver initially failed to stop, he later returned to the scene. Witnesses present identified the vehicle as a Mercedes and later confirmed the driver was Davies. Police located the vehicle shortly after midnight at the defendant’s home address, where the missing wing mirror was noted. Davies provided a breath sample, later followed by a blood test, which showed 183 milligrams of alcohol per 100 millilitres of blood. The legal limit is 80 milligrams.
Mr Weston sustained minor injuries and bruising. No compensation was ordered.
In mitigation, the defence stated that Davies supported his father, with whom he lives, following the death of his mother in 2022. He works as an agricultural legislator and is active in community duties as mayor. He was described as being reliant on his driving licence for both professional and civic responsibilities.
The court acknowledged his previously clean record and community service, choosing not to impose a community order. Instead, magistrates imposed a fine of £1,869, a victim surcharge of £748, and £400 in court costs—totalling £3,017. Davies was also disqualified from driving for 20 months, with the option to reduce the ban by completing a drink-drive rehabilitation course.
