Record Number of Uninsured Vehicles Seized From UK Roads

The number of uninsured vehicles seized from UK roads reached a record high last year, with 160,000 cars taken off the road in 2025, the highest figure in 17 years. The findings, drawn from a report by the BBC and the Motor Insurers’ Bureau, paint a concerning picture of the scale of uninsured driving across the country and the broader risks it creates for other road users.

The scale of the problem

According to Motor Insurers’ Bureau data, approximately 300,000 vehicles are being driven without insurance on UK roads every single day. The Birmingham area has emerged as the principal hotspot, with five of the top 15 postcodes in the country for accidents involving uninsured drivers located in that region.

The estimated cost to the UK economy attributable to uninsured vehicles is around £1 billion per year. This figure encompasses compensation payments, emergency service resources, medical costs, and lost productivity. On average, someone in the UK is affected by an uninsured or hit-and-run driver every 20 minutes, with life-altering injuries reported as a consequence.

The number of vehicles seized over the past five years has risen by almost 20 percent, increasing from 132,436 to 158,594.

Why people drive without insurance

Sergeant Adrian Brown of West Midlands Police told the BBC that officers encounter a range of explanations from those caught driving uninsured. He said: “A lot of people just own up to it and say ‘I couldn’t afford it’ or ‘I haven’t passed my driving test’. I think the other reason around this criminal aspect is they’re trying to hide the identity of the car.”

Hayley Sutcliffe of the Motor Insurers’ Bureau added: “It’s a diverse area so people coming into the country might not know the laws and the legislation of the Road Traffic Act. We need to raise awareness around when people need to have the correct level of cover of insurance.”

The Motor Insurers’ Bureau also noted that those caught driving without insurance were more likely to be associated with secondary offences, including drink-driving, drug-driving, tinted windows, defective seatbelts, and bald tyres.

The impact on innocent victims
