Four new driving laws have come into effect today, including stricter rules when it comes to driving with mobile phones as well as clean air zones.
Some of the changes are more dramatic and easier to remember, but some are more subtle, and it’s important that drivers take heed if they want to avoid a hefty fine or points on their licence.
Low Emission Zones
These LEZ areas usually form part of schemes in larger cities to help manage and mitigate pollution. Different vehicles have different levels of emissions, and cities will charge those that meet the minimum threshold for entering the zones.
Such schemes are already in place in cities like London, Brighton, and Birmingham, with Dundee, Aberdeen, and Edinburgh expected to join them over the next few years.
Failing to pay for entering an LEZ will result in heavy penalties.
Mobile Phone Usage
The law has previously been somewhat murky on what constitutes “using” a mobile phone while driving. Certain more obvious, dangerous behaviours such as playing games, looking for music, or taking photos were not covered fully by legislation.
This has now been clarified: it is now illegal for motorists to use their mobiles at any time during a journey.
Anyone caught using their phone, for any reason, stands to receive a £200 fine and six points on their licence, and those who have passed their test within the last two years may lose their licence completely.
Speed Limiters
This new ruling has gone under the radar for many, but it’s now a legal requirement for all new cars to be fitted with a speed limiter. This works by restricting the engine’s power so it cannot reach its theoretical top speed, but it will remain the responsibility of the driver to keep within any given road’s speed limit.
Transporting goods into Europe
Drivers for hire or reward (e.g. shared-cost minibus trips) will need a specific licence if they wish to transport goods or people into Europe.
For light goods vehicles, vans, and cars or vans towing trailers, they will need a standard international goods vehicle licence.

The government and local councils have both introduced further rulings to help improve air quality in city centres, as well as the general road safety for all users – two areas which have become increasingly more recognised to implement measures of change.
